Targets 7.1 and 7.2 can be measured by observing, whether developing countries have access to affordable, reliable and modern energy services and/or renewable energy, rather than depending on inefficient sources, such as biomass, for energy. Stalin was more crazed because over his time and rule, he killed millions upon millions more people that Hitler.
